The Rubber Bandit's first appearance is in "Final Showdown" where as payment for an upgrade, he was to steal a canister from an abandoned Phlegmco warehouse in Ohio.

Powers / Equipment:

Amorphous - His upgrade gave him the ability to take on any shape he wishes, without changing his facial appearances.

Thief's tools - He has a few pieces of equipment to assist him in his crimes.

Weaknesses:

Freezing - Just like rubber, when dropped to sub-zero temperatures the water in his body freezes and prevents him from changing shape.

Looks:

He wears a skin tight spandex specially designed to change shape with him.
