Lord Phlegmis

Background: Lord Phlegmis is Skiffytown's ultimate villain, an insane megalomaniac who uses his magic-enhanced mutation to usher in chaos and destruction.

                     His goals of world domination are often thwarted by his nemeses the heroic DCsGuardian.

                    By his own admission Phlegmis is insane and evil:

                   When I was 12 something went horribly wrong Cursed I was suddenly painfully aware of the activities of others as if I were watching them and more than that listening to their thoughts spying is how it began but it quickly got worse torture as more and more situations began to spring to mind unbidden so that every waking moment was filled with the minutia of peoples daily lives as well as the secrets Dark and motivations that guided people's actions I was there with the kid getting picked on by mean-spirited bullies and feeling exhilaration it from both sides pain I was present as the man beat his wife and the mugger shot his victim Death as the rapist followed the girl and the husband cheated on his wife betrayal even when the serial killer got his prize home Horror and the squads' retreat got cut off and overwhelmed with bullets until I realized I was given this sight for a reason. To unite the world under my rule and eliminate Eliminate the curse of free-will from the minds of people slaves by force if necessary even unto extermination so that one day my own mind can be free of the evil desires powerful urges that so now consume my thoughts.

Lord Phlemis is quite harsh to his followers, often destroying them for their failures. The longest lasting minion in his servitude is the affable Herbie Joe.

Abilities:

 His physical powers are to drain the energy of everything around him into himself to fuel his blasts, protective fields, etc...and as it was revealed in one of DW's tales occasionally the dimensional transporter. Containing the energy has hightened his physical strength to Spidey levels (which is why he can take a punch, and occasionally dish a few out effectively).  His full capacity to store the energy has yet to be reached

His main power is his limited omniscience, which kicked in early in his life and had everything to do with why he went insane. He has developed it to the point that he can even read surface thoughts and implant suggestions. When he uses this power, the fiery eye manifests around his head. It is true that the darker things going on around him seem to be the first things he notices.

 On a recent trip to the past Lord Phlegmis learned and mastered the mystic arts, and brought back a few artifacts that made him even deadlier-A cloak of levitation, codpiece of understanding, the Amulet of Kehn (negates magic), and the Ring of Necronus (animate greater undead)
